State auditor shall study the feasibility of consolidating counties in Minnesota.

Study must consider conforming county boundaries to existing physical or organizational boundaries, including state judicial, watershed, and landscape districts, and analyze economic implications.

Study shall also examine rationalization of other internal state boundaries such as highway maintenance and regional economic districts.

State auditor shall report findings to appropriate legislative committees by January 1, 2010.

Unspecified amount from the general fund is appropriated for fiscal year 2010 to the state auditor for purposes of conducting the study.
