Amends Minnesota Statutes 2008, section 248.07, by adding subdivision 14b to establish certification requirements for rehabilitation counselors for the blind.

Requires persons providing rehabilitation counseling services for the blind to be certified by the director of State Services for the Blind.

Specifies qualified rehabilitation counselors must have a bachelor's degree from an approved educational program, complete six months of intensive training under sleep shades from an approved adjustment-to-blindness center, and complete additional training approved by the director.

Establishes that certified rehabilitation counselors must complete continuing competency requirements as set by the director of State Services for the Blind.

Effective August 1, 2009, for persons engaged in rehabilitation counseling for the blind after that date.
