Amends Minnesota Statutes 2008, section 394.34 to require county boards to hold a public hearing at least ten days after notice is published in the official newspaper before adopting a temporary interim zoning map or ordinance.

Limits initial interim zoning ordinances to one year from the effective date, with renewal periods not exceeding one year, except for airport master plan areas which may be extended up to 18 months total.

Prohibits interim ordinances from halting, delaying, or impeding uses, developments, or subdivisions with complete applications pending before the county unless the county provides written findings that the use would be a public nuisance as defined in statute.

Amends Minnesota Statutes 2006, section 462.355, subdivision 4 to require municipalities to hold a public hearing at least ten days after notice is published in the official newspaper before adopting an interim ordinance.

Allows interim ordinance extensions up to 120 days if pending federal, state, or metropolitan agency approval, up to 120 days for other statutory processes, or up to one additional year if a comprehensive plan has not been adopted.
