Establishes a state employee suggestion system through which the commissioner solicits suggestions from state employees for reducing costs or improving efficiency of state government services.

Authorizes one-time awards to employees or groups of employees whose suggestions result in documented cost-savings, with awards capped at the lesser of 10 percent of first-year savings or $2,500.

Requires awards to be paid from the appropriation to which the savings accrued.

Creates new coding in Minnesota Statutes, chapter 16A to implement the program.
