• Requires school districts to obtain health coverage for employees through a new school employee insurance program within the public employees insurance program, effective January 1, 2011.

• Initial plan offerings include PEIP Advantage, Advantage Value, and Advantage HSA plans, with coverage requirements applied to all eligible employees, dependents, retirees, and other eligible persons.

• Establishes a 14-member School Employee Insurance Committee with equal representation from employees and employers, appointed by specified organizations including Education Minnesota, unions, and the Minnesota School Boards Association.

• School employers that were self-insured or self-insured as a group on January 1, 2010 may opt out through exclusive employee representatives, but decision to participate or decline is irrevocable for future years.

• Appropriates $425,000 for fiscal year 2010 and $541,000 for fiscal year 2011 to the commissioner of Minnesota Management and Budget, with an additional $106,000 enrollment fee imposed on premiums for the first three months of coverage.
