Amends Minnesota Statutes to apply paternity provisions to maternity determinations, allowing presumptions and procedures for establishing maternity to apply equally to establishing paternity.

Grants biological mothers sole custody of children until paternity is established under sections 257.51 to 257.74, or until custody is determined in a separate proceeding under section 518.156.

Excludes contested paternity or maternity proceedings from the mother's sole custody provision if the pregnancy resulted from means other than sexual intercourse and an express written agreement identified another woman as the intended mother.

Allows courts to enter prebirth orders or judgments establishing paternity or maternity before birth when the pregnancy was initiated by means other than sexual intercourse, without requiring full court proceedings if parties file verified petition, stipulation, and affidavit.

Eliminates requirements for background studies, guardian ad litem appointments, adoption registry searches, and assessment reports for prebirth paternity or maternity proceedings; effective the day after final enactment for all pending or newly commenced proceedings.
