Enacts the "Marriage and Family Protection Act" to establish gender-neutral marriage laws in Minnesota, allowing same-sex couples to marry on the same terms as opposite-sex couples.

Amends Minnesota Statutes section 517.01 to redefine marriage as a civil contract between "two persons" instead of "a man and a woman," removing the opposite-sex requirement.

Removes from statute the prohibition on same-sex marriage previously codified in section 517.03, subdivision 1.

Requires the revisor to change all references to "husband," "wife," "male," and "female" in marriage contexts throughout Minnesota Statutes and Rules to the gender-neutral term "spouse."

Modifies marriage solemnization requirements in section 517.09 to allow parties to declare they take each other as "spouse" rather than specifying "husband and wife."
