Authorizes the adjutant general to accept uncompensated and voluntary services from private or public agencies and persons to assist with department functions.

Allows the adjutant general to enter into written agreements for uncompensated and voluntary services pursuant to sections 16C.08 and 16C.09.

Permits persons providing voluntary uncompensated services to be reimbursed for travel expenses incurred during official duties at the same rate per mile as state employees.

Creates new Minnesota Statute chapter 190 section 190.161 codifying these provisions related to military affairs.
