• Amends Hennepin County personnel rules to allow probation periods of up to 12 months (instead of 6 months) when approved by the board, determined jointly by the department director and human resources director.

• Modifies the appeals process for nondisciplinary appeals by establishing a panel of three randomly-selected department directors from outside the employee's department, with layoff appeals heard by the full board instead of individual board members.

• Extends the sunset date of the Victory Memorial Drive Historic District task force from December 31, 2009 to December 31, 2011.

• Requires the Human Resources Director to recommend rules and maintain classification and compensation plans for county positions, subject to county board approval.

• Makes Sections 1 and 2 effective upon Hennepin County Board of Commissioners compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
