• Authorizes municipalities to establish municipal street improvement districts by ordinance and apportion street improvement fees to all parcels within the district.

• Requires municipalities to propose and adopt a street improvement plan identifying and estimating costs of improvements and maintenance for five years before establishing a district or authorizing fees.

• Mandates public hearing notice by mail to all affected landowners at least 10 days before the hearing, with affected landowners given opportunity to comment before the governing body considers adoption of the plan.

• Permits municipalities to collect street improvement fees on a monthly, quarterly, or other basis for up to 20 years, with unpaid fees certifiable to the county auditor as a special assessment after October 15 of each year.

• Prohibits municipalities from imposing special assessments for projects funded with street improvement fees, though use of the fees does not restrict municipalities from using other financing methods for street improvements.
