Authorizes medical assistance to cover primary caries prevention services provided by primary care health care providers during child and teen checkups or episodic care visits.

Primary caries prevention services must include at minimum: a visual examination of the child's mouth without probes or dental equipment, a risk assessment using American Academies of Pediatrics and Pediatric Dentistry factors, and fluoride varnish application beginning at age 1 for high-risk children.

Requires providers to give parents or legal guardians information on caries etiology, prevention, and the importance of establishing a dental home by age 1 at each checkup where preventive services are provided.

Requires providers to advise parents or guardians to contact the child's managed care plan or Department of Human Services to secure a dental appointment with a dentist.

Requires providers to document in the child's medical record that information was provided to parents or guardians and document any primary caries prevention services delivered.
