Amends Minnesota Statutes 2008, section 245.4835 to revise county mental health services funding requirements and maintenance of effort provisions.

Counties must maintain mental health expenditures at levels equal to their average expenditures for calendar years 2004 and 2005, with annual adjustments based on changes in state grants and noncounty revenues.

Commissioner may reduce a county's base if the county's population is declining and its per capita mental health expenditures exceed the state average, and may use current revenue information to allow counties to adjust budgets accordingly.

Counties failing to comply must develop an acceptable corrective action plan; if not completed or approved within required timelines, the county loses protections under section 245.485.

Alternative mental health services may be approved and included in a county's base if they meet children or adults' mental health needs, are based on individual treatment or family community support plans, and are supervised by qualified mental health professionals.
