Proposes an amendment to Minnesota Constitution, article XIII, section 1, to establish a duty for the legislature to create a high quality and uniform system of public schools.

Requires the legislature to provide equitable and adequate funding through taxation or other means to secure a thorough and efficient system of public schools throughout the state.

Removes the existing reference to a "general" system of public schools and replaces it with "high quality" system language.

Submits the proposed amendment to Minnesota voters at the 2009 general election.

Ballot question asks: "Shall the Minnesota Constitution be amended to provide equitable and adequate funding for high quality public schools throughout the state?"
