Requires design-builders to be licensed and registered to provide services, though they may subcontract services they are not qualified to perform, and prohibits replacement of identified team members without written city council approval.

Mandates the city council award the design-build contract to the proposer with the highest scored proposal based on RFP evaluation criteria, with rationale stated at contract award.
