S.F. No. 1045 Summary

• Reduces required school safety drills from 5 to 2 lock-down drills and 5 to 2 fire drills annually for public and private schools.

• Allows districts to waive the 2% staff development revenue requirement if approved by majority vote of licensed teachers and school board, and exempts districts in statutory operating debt from the requirement.

• Reduces reserve account limits for early childhood family education, school readiness, and community education programs from 25% to 20% of annual revenue.

• Allows nonpublic students to furnish their own transportation or permits school boards to charge nonpublic schools the actual cost of transporting nonpublic students.

• Repeals multiple statutes including dangerous weapon incident reporting requirements, schools mentoring schools regional sites program, and site decision-making agreement provisions effective July 1, 2009.
