Modifies resource center programs to replace "like programs" with "other training programs" offered throughout the state for deaf or hard of hearing, blind or visually impaired, and multiply disabled pupils.

Requires the Resource Center for the Deaf and Hard of Hearing advisory committee to meet at least four times per year and submit annual reports to the commissioner, legislature, and the Commission of Deaf, DeafBlind and Hard of Hearing Minnesotans.

Mandates advisory committee recommendations include aggregate data on outcomes of deaf and hard of hearing children receiving services in accordance with the state performance plan.

Requires advisory committee to develop recommendations and plans based on data and evidence-based practices to improve educational outcomes for deaf and hard of hearing students.
