Establishes the Center for Legislative Educational Analysis, Research, and Navigation in the Next Generation (LEARNING) to provide the Minnesota legislature with research, analysis, and policy guidance on prekindergarten through grade 12 education.

Authorizes the legislature to request studies from LEARNING and require regular progress reports to appropriate standing committees of both the house and senate.

Permits LEARNING to solicit gifts and grants from nonstate sources; money received is automatically appropriated for purposes specified in the gift or grant, with the condition that if nonstate funding cannot be secured, the legislature must not make requests of LEARNING.

Allows LEARNING to contract with other agents for assistance and grants it authority to call upon state agencies and political subdivisions for available data, which agencies must provide to the fullest possible extent.

Adds new section 127A.91 to Minnesota Statutes, chapter 127A.
