Exempts public service corporations from certain eminent domain protections when using eminent domain for high-voltage transmission lines of 100 kilovolts or more with ancillary substations, or natural gas, petroleum, or petroleum products pipelines with ancillary compressor or pumping stations.

Excludes natural gas distribution lines transporting gas to end users from the pipeline definition, making them subject to the same protections as other properties.

Caps appraisal fees at $1,500 for all property types, except for high-voltage transmission line projects where the cap is $3,000.

Prevents fee owners from discharging easements acquired by public service corporations through condemnation for the specified infrastructure projects, even if the easement is not being used for its original purpose.

Applies retroactively to eminent domain proceedings or actions commenced on or after the day following final enactment.
