Amends the definition of "sharps" to include discarded items that can cause infectious agent inoculation (needles, lancets, scalpel blades, pipettes) and discarded glass or rigid plastic vials containing infectious agents.

Requires sharps manufacturers and pharmaceutical manufacturers selling self-injection medications in Minnesota to post a plan on their website by July 1, 2011 describing how they support safe collection and proper disposal of sharps.

Plan must describe actions taken to provide safe collection and disposal, educate consumers about safe management, and support efforts by retailers, distributors, local governments, health care organizations, and public health agencies.

Requires public health agencies or clinics participating in needle exchange programs to post a website plan describing how they support safe sharps collection and disposal.

Effective January 1, 2011.
