Establishes an alternative teacher preparation program and two-year resident teacher license as a pathway to a standard entrance license for nontraditional candidates, renewable once if in good standing.

Eligible providers include colleges, universities, and nonprofit corporations with board-approved programs that cannot restrict enrollment based on geography or teacher oversupply in specific fields.

Candidate requirements include a bachelor's degree with minimum 3.0 GPA or ten years of relevant professional experience, passing reading/writing/mathematics skills examination, and qualifying score on content area test.

Program must include maximum eight-week instructional phase, research-based teaching practices, ongoing mentorship and peer coaching, and assessment of participant progress toward standard entrance license.

Resident mentor evaluates teacher performance and recommends either renewal of resident teacher license or issuance of standard entrance license when the resident license expires.
