Amends Minnesota Statutes section 144A.071, subdivision 4c to add a new exception (clause 6) allowing consolidation and relocation of nursing facility beds to a new site in Goodhue County as part of a communities for a lifetime pilot program

Authorizes transfer of 80 beds in Red Wing from a downsizing 84-bed hospital-owned facility and complete closure or downsizing of a 65-bed nonprofit facility, resulting in delicensure of 69 beds total in the two existing facilities

Prohibits the April 2009 commissioner-approved funding for a Goodhue County project from carrying forward and excludes the bed closure from planned closure rate adjustments and the construction project from threshold project rate adjustments

Establishes property payment rate increases for the first three years of operation based on a multi-step calculation involving medical assistance resident decreases, elderly waiver service costs, and occupancy factors, with subsequent years adjusted for inflation

Requires projects approved under this subdivision to be treated equivalently to projects approved under subdivision 4a
