Amends superintendent employment contracts to limit initial and subsequent contracts to no longer than three years, with boards prohibited from extending contracts by action or inaction.

Eliminates superintendent rights to continuing contract protections under existing law and removes seniority-based employment rights when districts share superintendent services.

Removes requirement for superintendents to submit annual reports by January 10 identifying student passage rate targets and expenditure needs for MCA-II testing.

Repeals three statutes: uniform forms for state examinations (120B.39), schools mentoring schools regional sites program (122A.628), and Administrators Academy (122A.75).

Changes take effect the day following final enactment and apply to the 2009-2010 school year and later.
