Amends Minnesota Statutes to require educational improvement plans include teacher induction, guidance and support, and mentoring programs for probationary teachers with clearly articulated expectations, continuous professional learning, and sustained support from the school community.

Modifies staff development requirements to include opportunities for retired teachers to consistently and continuously help guide and support newly licensed teachers in developing teaching practice, setting professional development goals, and improving student learning.

Requires staff development plans adopted by advisory committees to include goals for improving staff collaboration and developing consistent and continuous guidance and support for new teachers using teacher retirees and mentoring programs.

All amendments become effective the day following final enactment.
