Transfers appropriations of general fund dedicated revenues to the special revenue fund across multiple state agencies and programs, effective July 1, 2010.

Redirects receipts from legal services agreements, data copying fees, surplus property sales, grants, and federal reimbursements from the general fund to designated special revenue fund accounts.

Establishes separate accounts within the special revenue fund for contaminated site cleanup grants, criminal justice network fees, Capitol security services, tax increment financing audits, guardian ad litem reimbursements, and public defense reimbursements.

Directs the Commissioner of Finance to identify all remaining general fund dedicated revenue appropriations and submit recommendations to the 2010 legislature for transferring them to appropriate funds.

Requires October 15 annual reporting to legislative committees on receipt amounts from certain fund transfers, such as Attorney General legal services agreements.
