State auditor shall conduct best practices reviews examining local government service delivery procedures, cost variations, and effectiveness to recommend improvements to local governments.

State auditor must establish a best practices center focused on improving Minnesota schools by sharing proven practices and enabling schools to learn about, adapt, and apply tools, processes, and shared services.

Best practices center shall provide an online resource supporting collaboration and communication among public officials, with optional wiki functionality for viewing and searching best practices across state government.

State auditor shall develop the center in consultation with Minnesota School Boards Association, Minnesota Association of School Administrators, regional educational organizations including service cooperatives and education districts, and business interests.
