Expands possession exemptions for legend drugs to include law enforcement officers, hazardous waste transporters, Pollution Control Agency-permitted facilities, very small quantity generator collection programs, counties, and sanitary districts when disposing of drugs as pharmaceutical waste.

Allows individuals designated by a prescription drug patient (family members, caregivers, or other individuals) to handle legend drugs for purposes of obtaining, administering, or sending the drug for destruction.

Permits persons with lawfully dispensed prescription drugs to transfer them to counties or county-authorized persons for collection, storage, transport, or disposal through federal law-compliant programs.

Clarifies the definition of "wholesale drug distribution" to explicitly include reverse distribution of prescription and nonprescription drugs, and adds "reverse distributor" as a defined term.

Amends prescription validation language from "written or oral" to "valid prescription" to modernize terminology and align with current practice standards.
