Repeals Minnesota Statutes 2008, section 123B.05, which previously required public employers and teacher representatives to sign collective bargaining agreements by January 15 of even-numbered years.

Eliminates the state aid penalty of $25 per adjusted pupil unit that was imposed on districts failing to meet the contract deadline.

Removes exemptions previously available for reorganizing districts and those in joint negotiations, as these provisions become moot with the statute's repeal.

Returns any outstanding state aid reductions to the general fund under the repealed statute's requirements.
