Permits school boards to hire and contract with individual teachers not represented by the exclusive union representative of the district, notwithstanding any conflicting law.

Designates a nonunion teacher hired under this provision as their own exclusive representative for purposes of state education and labor law chapters 120A to 129 and 179A.

Modifies the definition of "appropriate unit" for school districts to mean only those teachers who choose to be represented by an employee organization, rather than all teachers in the district.

Repeals Minnesota Statutes section 179A.06, subdivision 3, which previously allowed exclusive representatives to require non-member employees to pay fair share fees equal to up to 85 percent of membership dues.
