Removes the requirement that alternative teacher licensure candidates have a college major in their subject area, allowing them to satisfy the requirement instead by passing a subject proficiency examination.

Eliminates the five-year work experience requirement in a field related to the subject being taught.

Maintains existing requirements including a bachelor's degree, passing reading/writing/mathematics skills examination, job offer from approved school district, and documented experience working with children.

Directs the Board of Teaching to adopt rules identifying acceptable subject area examinations and passing scores for each subject.

Preserves the one-year duration of alternative preparation licenses and the program's purpose to enhance school desegregation and integration policies.
