Requires owners to maintain liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate annually, plus $5,000 medical payments coverage per occurrence.

Mandates trained supervisors be stationed in close proximity to inflatables during commercial use in compliance with ASTM Standard F 2374.07.

Establishes $100 registration fee for two-year certificates issued by the commissioner of labor and industry, with enforcement authority including suspension, revocation, and fines.

Limits cadmium in children's jewelry components to 75 parts per million as determined by ASTM F-963 testing standards, with enforcement by the attorney general, effective January 1, 2011 (retailers effective March 1, 2011).
