Creates an 11-member Council on Local Results and Innovation consisting of the state auditor, eight legislators-appointed members, one appointee from the Association of Minnesota Counties, and one from the League of Minnesota Cities, with the council expiring January 1, 2019.

Council must develop by February 15, 2010, a standard set of approximately ten performance measures each for counties and cities to help residents, taxpayers, and officials evaluate service delivery and citizen satisfaction; measures can be revised annually.

Council must establish by February 15, 2011, minimum standards for performance measurement systems that may vary by size and type of jurisdiction.

Counties and cities participating in the performance measurement program can choose Level I (report standard measures) or Level II (implement comprehensive measurement system meeting council standards) and must report results annually to citizens.

Participating jurisdictions receive benefits including per capita reimbursement of $0.25 per capita (capped at $25,000), exemptions from levy limits, and exemptions from truth-in-taxation hearing requirements, with benefits varying by participation level and year.
