Increases the maximum gross vehicle weight rating (GVWR) for type A-I school buses from 10,000 pounds to 14,500 pounds.

Modifies seat back height requirements to conform to Federal Motor Vehicle Safety Standard (Code of Federal Regulations, title 49, section 571.222) beginning October 21, 2009.

Establishes new tailpipe standards requiring tailpipes to not extend more than two inches beyond the vehicle body/bumper and to exit in the rear or left side of the bus, with specific restrictions for type A-I and B-I buses.

Clarifies definitions and references to type III vehicles and multifunction school activity buses throughout Minnesota statutes related to school bus operations and driver licensing.

Effective dates vary: July 1, 2009 for vehicle weight changes; October 21, 2009 for seat standards; and July 1, 2010 for driver licensing and training provisions.
