Authorizes eligible appointing authorities to offer early retirement incentives to employees with at least 15 years of service who retire by June 30, 2011, and accept the incentive by December 31, 2010.

Incentive consists of deposits into the employee's health care savings plan account of up to 24 months of employer health and dental insurance contributions, based on the employee's coverage as of the termination date.

Eligible appointing authorities include executive, legislative, and judicial branch agencies, the Public Employees Retirement Association, Minnesota State Retirement System, Teachers Retirement Association, and Minnesota State Colleges and Universities.

Recipients of the incentive are prohibited from being reemployed or hired as consultants by any agency participating in the State Employee Group Insurance Program for three years after termination.

Requires the commissioner of management and budget to report to the legislature by April 2, 2011, on the incentive's use during calendar year 2010 and provide a recommendation regarding renewal.
