State Advisory Council on Early Childhood Education and Care must create an inventory of early childhood services and programs funded by state, federal, or private dollars.

Inventory must include brief descriptions, existing evaluations, budget allocations toward outcome areas, and demographic information including geographic regions served, number of eligible and enrolled children, and age, ethnicity, race, and family income data.

Inventory shall guide legislative proposals and best practices for development, care, and education of children from birth to age five, and may be updated every two years.

Federal or private money received by the council for inventory purposes is automatically appropriated to the council.
