Allows insurers to refuse to consider estimates from contractors who violate the deductible payment prohibition.

Permits homeowners to cancel roofing contracts in writing within 72 hours after being notified by their insurer that a claim has been denied.

Requires contractors to provide homeowners with a written cancellation notice in 10-point boldface type before entering a roofing contract, along with a detachable duplicate cancellation form.

Mandates contractors refund all payments within 10 business days of receiving cancellation notice, except they may retain compensation for any emergency services already performed.
