Increases compulsory school attendance age from 16 to 18 years old beginning in the 2012-2013 school year, unless the child has completed graduation requirements.

Maintains current age 7-16 compulsory attendance requirement for school years 2009-2010 through 2011-2012 as a transition period.

Allows parents to withdraw children under age seven from enrollment by notifying the district, with exceptions for kindergarten and first grade students in districts with compulsory attendance policies.

Repeals the requirement for students ages 16-18 to attend a meeting with school personnel and sign a written withdrawal election form, eliminating formal withdrawal procedures for this age group.

Updates habitual truant definition to apply to children under 18 years old (previously 16) with seven or more unexcused absences per school year, effective 2012-2013 school year.
