Establishes a small group health insurance market working group convened by the commissioner of commerce to study options for increasing rate predictability and stability for groups of 100 or fewer employees.

Working group membership includes 13 categories: two health plan representatives, two health underwriter representatives, one insurance federation representative, one chamber of commerce representative, one small business representative, six employer representatives (divided by employee size), two employee representatives, two senators, two house members, and the commerce commissioner.

Organizations must name their representatives by July 1, 2010, with the commissioner appointing remaining members and legislative authorities appointing their designees by July 15, 2010.

Working group must analyze implementation options, underwriting concerns, costs, employer migration implications, uniform application forms, Section 125 plan compliance, and federal health care reform requirements, submitting findings and proposed legislation to the Health Care Access Commission by November 15, 2010.

Working group expires June 30, 2011, with the commissioner providing administrative support and research assistance within existing agency budget.
