S.F. No. 21 Summary

• Establishes a permanent Minnesota P-20 Education Partnership to create a seamless education system from early childhood through postsecondary education while promoting efficient resource use

• Partnership membership includes members from the existing Minnesota P-16 Education Partnership plus four legislators: two senators (one from each party) and two representatives (one appointed by each chamber's leadership)

• Partnership shall meet at least three times yearly and develop recommendations to the governor and legislature on improving education quality, access, postsecondary transitions, and educator quality standards

• Partnership must submit annual reports by January 15 to the governor and relevant legislative committees summarizing progress and identifying needed legislation

• Commissioner of Education provides staff support and meeting space; partnership members receive no compensation or reimbursement; appointing authorities must complete appointments by September 1, 2009, with first meeting no later than October 1, 2009
