Increases the surcharge for purchasing a new lead acid battery at retail from $5 to at least $10 per battery unless a used battery is returned.

Requires retailers selling lead acid batteries at retail to accept used batteries from customers at the point of transfer and allows retailers to keep unrefunded surcharges for batteries not returned within 30 days.

Mandates retailers post notices at least 8.5 inches by 11 inches in a clearly visible location containing the universal recycling symbol and information about the surcharge and battery acceptance requirements.

Requires newspaper advertisements for new lead acid battery sales to include notice that at least $10 additional charge applies unless a used battery is returned and that improper disposal of batteries is a crime.

Exempts lead acid batteries designed to provide power for boat motors that are purchased at the same time as the new battery from the surcharge and return requirements.
