School boards and charter schools must adopt a crisis management policy including at least five lock-down drills, five fire drills, and one tornado drill per school year, with an expectation that students be present and participate in these drills.

Private schools and educational institutions not covered by existing school safety requirements must conduct at least five lock-down drills, five fire drills, and one tornado drill annually, with an expectation for student participation.

The state fire marshal is required to enforce that public and private schools conduct at least five fire drills per school year and establish an expectation that students be present and participate in these drills.

All doors and exits must remain unlocked from the inside of school buildings during school hours.

All amendments are effective beginning with the 2009-2010 school year and thereafter.
