Amends Minnesota Statutes section 103G.271, subdivision 4a, to expand restrictions on water appropriation from the Mt. Simon-Hinckley aquifer

Prohibits new water use permits for the aquifer in metropolitan counties except for potable domestic water use (cooking, cleaning, drinking, washing, waste disposal) when no feasible alternatives exist and a water conservation plan is included

Removes the December 31, 1992 deadline for terminating permits authorizing once-through water systems from the aquifer in metropolitan counties

Allows new permits for nondomestic uses outside metropolitan counties if annual water volume is less than 100,000,000 gallons, no feasible alternatives exist, and a water conservation plan is included

Nondomestic use provision does not apply within metropolitan counties as defined in section 473.121, subdivision 4
