Clarifies the definition of "contract for deed" to mean an executory contract for residential real property where the seller provides financing and the purchaser has or has a right to possess the property, excluding purchase agreements, earnest money contracts, exercised options, leases, and mortgages.

Requires vendors entering into residential contracts for deed to contemporaneously deliver to the vendee a copy with original signatures in recordable form and to pay or reimburse any delinquent taxes necessary for recordation, unless the contract specifies the vendee pays them.

Amends condominium declaration provisions in sections 508.351 and 508A.351 to include supplemental declarations pursuant to section 515B.2-111 that require court order or examiner of titles determination of compliance.

Modifies memorial entry requirements for Common Interest Community Certificates (CICCT) to include supplemental declarations and clarifies that memorials entered on the CICCT have the same effect as entries on individual unit and common element certificates.

Extends CICCT issuance provisions for preexisting planned communities created prior to August 1, 2009 upon recording of amendments or supplemental declarations that identify the common interest community number, with no additional fee to registrar.
