Establishes a state goal that all Minnesota residents and businesses have access to high-speed broadband with minimum download speeds of 10-20 megabits per second and upload speeds of 5-10 megabits per second by no later than 2015.

Sets a goal for Minnesota to rank in the top five states for broadband speed and broadband access, and in the top 15 globally for broadband penetration by 2015 and thereafter.

Requires the commissioner of commerce to submit annual reports by February 10 to legislative committees with jurisdiction over telecommunications, detailing progress toward the broadband goals.

Annual reports on universal access goals must continue through 2015.
