Amends Minnesota Statutes section 471.59, subdivision 1 to expand the definition of "governmental unit" eligible to participate in joint powers agreements.

Adds federally recognized Indian tribes to the list of entities authorized to enter into joint powers agreements with other governmental units.

Adds the Minnesota Historical Society to the list of entities authorized to participate in joint powers agreements.

Allows participating governmental units to jointly or cooperatively exercise any power common to the contracting parties or similar powers, with one or more units exercising powers on behalf of others.
