Proposes amendment to Minnesota Constitution, article IV, section 12, to allow the legislature to convene in special session upon written agreement of the senate president, senate majority leader, house speaker, and house majority leader, with approval from each house's rules committee.

Special sessions called by legislators may not exceed 7 calendar days, with bills only allowed on subjects stated in the agreement that convened the session.

Preserves the governor's existing authority to call special sessions on extraordinary occasions.

Maintains existing requirements that the legislature meet for no more than 120 legislative days per biennium and not meet in regular session after the first Monday following the third Saturday in May.

Amendment must be submitted to voters at the 2010 general election.
