Requires contractors and subcontractors to recycle at least 50 percent of nonhazardous construction and demolition waste from state building projects, measured by tonnage or volume, or deliver waste to facilities with a 50 percent annual recycling rate.

Applies to construction, renovation, and demolition projects funded by bond proceeds after January 1, 2011, provided the project is located within 40 miles of a qualifying recycling facility.

For construction and renovation projects only, requires bond proceeds funding of $5,000,000 or more to trigger the recycling requirement.

Defines "state building" as any building wholly owned or leased by a state agency, the Minnesota State Colleges and Universities, or the University of Minnesota.

Requires the commissioner to include these recycling requirements in state building project contracts.
