Requires parties in marriage dissolution or legal separation proceedings involving minor children to complete an online education program and file an affidavit of completion with court filings (petitions, answers, agreements, or judgments).

Designates "Children in the Middle" as a qualifying program and allows other online programs to qualify if they demonstrate scientific evidence of effectiveness in reducing parental conflict and improving children's adjustment, with the Minnesota Supreme Court determining qualification.

Required programs must provide information on constructive parenting during dissolution, the legal dissolution process including alternative dispute resolution methods, and reconciliation options.

Allows exemptions from the program requirement for parties who cannot access the program due to language barriers, lack of internet access, or emergency circumstances requiring immediate filing.

Sets program costs to be paid by individual participants, with fee waivers available for those earning less than 200 percent of the federal poverty guideline; effective September 1, 2010.
