Establishes the Minnesota Couples on the Brink Project administered by the University of Minnesota Board of Regents to develop and evaluate best practices for promoting reconciliation between married persons considering or who have commenced marriage dissolution proceedings.

Removes the notarization requirement for premarital education statements submitted to qualify for the $40 reduced marriage license fee; parties must still submit a signed and dated statement from an approved educator confirming completion of at least 12 hours of premarital education.

Increases the standard marriage license fee from $110 to $115 and redirects $5 of the fee increase to the Board of Regents of the University of Minnesota special revenue fund to support the Couples on the Brink Project.

Modifies the distribution of marriage license fees so that of the $90 sent to the commissioner of management and budget (increased from $85), $5 is appropriated to the University of Minnesota for the reconciliation project.
