Prohibits use or application of cadmium in excess of 75 parts per million on surface coatings or accessible substrate materials of children's jewelry sold in Minnesota, with testing determined by ASTM International Safety Specification on Toy Safety standard F-963-08.

Defines "children's jewelry" as jewelry made for, marketed for use by, or sold to children ages six years old or younger.

Exempts sales or free distribution of jewelry by 501(c)(3) nonprofit organizations and isolated, occasional sales not made in the normal course of business from the cadmium restrictions.

Does not regulate product categories already regulated under existing federal standards for cadmium exposure in surface coatings and accessible substrate materials.

Designates the Minnesota attorney general as the enforcement authority under Minnesota Statutes section 8.31, effective January 1, 2011.
