Ratifies 18 labor agreements and compensation plans for Minnesota state employees, including agreements with Minnesota State College Faculty, Minnesota State University Association of Administrative and Service Faculty, American Federation of State, County, and Municipal Employees (multiple units), Minnesota Association of Professional Employees, Minnesota Management Association, Minnesota Government Engineers Council, Minnesota Law Enforcement Association, Minnesota Nurses Association, and State Residential Schools Education Association.

Ratifies compensation plans for unrepresented employees of the Office of Higher Education, Minnesota State Colleges and Universities administrators, and the Commissioner of Minnesota Management and Budget's plan for unrepresented employees.

Requires the commissioner to post summaries of proposed collective bargaining agreements, arbitration awards, and compensation plans on a state website before submission to the Legislative Coordinating Commission, including the amount and nature of compensation changes, estimated state costs, and descriptions of significant policy changes.

Mandates that after Legislative Coordinating Commission approval, the commissioner must provide a link from the summary to the full text of each agreement, award, or plan, with summaries remaining online until full legislature approval.

Takes effect the day following final enactment (signed May 13, 2010).
